Are there enough limits of CO2 emission?

2006.08.01

The South Power Energy Concern (SPEC) is ready to trade with CO2 emission. Our workers know the problem very well and they have been dealing with it in an active way for many years. The specialists from the concern have participated in works on the division of limits of emission. In 2006 we created a cell in our company dealing with trade with emission, which is functioning in terms of trade department.

In our strategy of action we have prepared some ..procedures for dealing on the new, in Poland, market of authorization for emission. In July we were on the stage of interior acceptance of procedures in the system of trading with emission and we were waiting for starting of the National Authorization Register. Its start will let us to register in it and carrying on the first operations, which concerns cancellation of authorization from the year 2005 – Marek Wiącek, the trade manager in SPEC informs.

Today, the question if the limits for the branches, involving SPEC, are enough, seems to be the most important. The worry is reasonable, because the lack of them will lead to much power energy price rise which would be difficult to accept for the market.

According to the information taken from the press, power energy enterprises did not use all the authorization given to them in 2005. However, when you take under consideration a rapid growth of power energy demand in Poland, which results from the accelerated economy growth, one can foresee that for the accounting period of 2005 – 2007 the limitation of the authorization may appear to be not enough. – If the limitation for the next accounting period 2008 – 2012 will be assigned by the European Board on the similar level, it can be insufficient for the developing economy – worries manager Wiącek.

- It is difficult for us to talk on the matters of the limitations for other companies. It is worth, however, to take into account the fact, that due to the economy growth, energy production is also going up what, in turns, have consequences in CO2 emission growth. In 2005 – due to the increase in production – the emission of CO2 in SPEC was 6 per cent higher than last year. While dividing the limitations for the subsequent years, we declare for the rule of equal ration for the production unit, without differentiating for the used fuel. One should also take into account carried on as well as designed investments. – the vice president of SPEC SA Joanna Strzelec-Łobodzińska explains.
