The project ”Upgrade of the cooling system and reduction of noise emission in Łaziska Power Plant” (WKP_1/2.4.1/2/2005/35/44) is co-financed by the European Regional Development Fund and National Fund for Environmental Protection and Water Management within the framework of the industry operational programme, Improvement of Enterprise Competitiveness, in 2004-2006.
The major objective of the undertaking is sound-proofing of those devices of Łaziska Power Plant, which are the most significant emitters of noise to the inhabited area. The project comprises reduction of noise of cooling towers no. 9, 11 and 12 as well as an air intake to fans in the units no. 9÷12, which will allow to reduce of the emission to the level specified in the integrated permission as well as to upgrade cooling towers of the units no. 11 and 12, the aim of which is for the most part reduction of pollution emitted to the atmosphere.
Pursuant to the resolution of the Executive Board of PKE SA, the Board gave consent to an order for the expert opinion on the technical condition of the cooling tower no. 11 and 12 as well as upgrade projects in the negotiations with one contractor, which is BSiPCHE „Projchłod” Sp. z o.o. from Gliwice. The resolution on such form of order was adopted on the basis of a long-term cooperation in inspection and assessment of technical condition of the cooling towers carried out by the abovementioned company.
Likewise, negotiations on the performance of the task entitled “expert opinion on the technical condition of the cooling towers no. 11 and the upgrade projects” were carried out. Pursuant to the resolution of the Executive Board of PKE SA, the Board gave consent to an order in the form of tender for the performance of the task “Upgrade of the internal devices and reinforced concrete structures of the cooling tower no 12/225 MW in Łaziska Power Plant” which is a technological facility of the cooling system. The order for the upgrade of the cooling tower no. 12 will be performed by Chłodnie Kominowe – Uniserv S.A. from Katowice.
The upgrade works in the cooling tower no. 12 started in August 2006. In November 2006, the tower was commissioned.
In the present year, the following tasks of the project are planned:
- accomplishment of the upgrade of the cooling tower no. 12 in terms of the cooling system,
- preparation of technical documentation for soundproofing cooling tower 9, 11, 12 and the upgrade of air intake for the units 9, 10, 11 and 12 in terms of soundproofing
- commencement of the upgrade of the air intake of the units 9, 10, 11, 12 in terms of their soundproofing,
- commencement and accomplishment of the upgrade of the cooling tower no. 11
- acceptance and guarantee measurements of the upgraded cooling system of the cooling towers no. 11 and 12
- commencement of the soundproofing works in the cooling tower no. 9
- commencement of the soundproofing works in the cooling tower no. 11
- commencement of the soundproofing works in the cooling tower no. 12
The project is a part of a pro-environment strategy of Łaziska Power Plant, which owing to the integrated environment management system aims at minimization of the harmful impact on the environment in the process of electric and thermal production process in the terms of adjustment to the best available techniques.
The investment will allow to achieve the following environmental results:
- Reduction of noise to the level specified in the integrated permission,
- Elimination of the asbestos from the facilities,
- Decrease of the ratio of the individual consumption of gross fuel’s chemical energy to electric energy production,
- Decrease of the amount of the waste produced by the power plant (slag, ash).
